Sheffield Wednesday Deals with Major Issues, Says Football Regulator

'Our role is integral to football's future' - football oversight chief the new chairman

Sheffield Wednesday's ongoing struggles are seen as a "serious issue" and the independent regulator is looking to gain the ability to look into club affairs in similar circumstances, its new chair David Kogan has announced.

In a wide-ranging interview, the chairman, who was recently selected, voiced concern towards supporters of the Owls.

The regulator engaged with four supporter groups associated with the football team this week.

The football club have been experiencing difficulties in multiple areas in the current year, with the club failing to pay players on time on several different times, including in September.

"Obviously the club has become a serious issue for football authorities and a significant problem for football," the chairman stated.

"The club represents one of the iconic names for English football and recently we have met fan representatives.

"We are seeking authority... which will enable us to take the club and similar situations brought to our attention if they warrant scrutiny and acted upon."

Monetary Issues and Ownership Situation

The club's controversial proprietor Dejphon Chansiri indicated in the summer he would be prepared to relinquish control at Hillsborough, but he has not been able to secure a deal with prospective buyers.

Failure to pay player wages on time in spring months caused limitations by the league officials in mid-year, blocking the team from conducting any player acquisitions for the subsequent signing windows, although those limitations were removed in August.

Authority's Position

The chairman stated: "Our role exists to serve the fans of Sheffield Wednesday, teams facing challenges where supporters are loyal to a regional establishment that has existed throughout their lifetimes in numerous instances.

"I fully appreciate the team's plight, as I do for every team that over recent decades have faced collapse, or nearly ceased operations, for reasons that have nothing to do with the fans themselves."

When asked if the authority might compel an chairman to relinquish a club if they are deemed unsuitable, Kogan said: "When asking whether 'would we intervene in the final instance?', the response would be once we assemble the facts and understand the situation, we will."

But the chairman emphasized that requiring chairmen to relinquish clubs would be treated as a "last resort" and the regulator would prefer to work with them.

"The final option we would consider is begin intervening in an particular organization, an specific proprietor, without being in a position to cooperate with that proprietor to address the challenges confronting the team and the chairman's encountering," the regulator explained.

"But the truth is, when you review the record of the game, over the last 20 or 30 years there have been some owners, a small minority, but particular people who have shown negligence in the approach they have taken toward their organizations and finally decline to assume obligation for the coming years."

'Errors may undo substantial development'

The chairman convened with delegates from multiple organizations to detail the scope of the regulator on Wednesday and maintained it represented a "forward-thinking discussion" with a "substantial involvement" from the National League to the Premier League.

"This position carries substantial significance, because if we get it wrong, if the sport makes errors, the extraordinary progress that's been made might evaporate swiftly," the regulator warned.

"Such an outcome is universally undesirable in the realm of domestic football is a huge success story - we need to continue the progress.

"There's an enormous amount of money coming into football and has been invested for the recent generations, because there's no guarantee it will persist in entering the game, which is among the factors explaining I think we have to maintain a focused outlook on risk and of course, of the coming seasons."

Top Flight Apprehensions

Top flight officials resisted the formation of an authority because of apprehensions regarding adverse consequences on the top-flight's competitiveness, but the regulator stated: "I fully support the achievement and development as an economic entity of the top division.

"I of all people understand the worry about compromising the top flight as an elite competition of this country. But concurrently, if you consult with top flight officials after today's meeting, they would have had a substantial amount of confidence -and, indeed, they have been informing us confidentially they have a significant confidence."

Political Connections

The chairman continues to confront a "full inquiry" by the Commissioner for Public Appointments after he disclosed making donations to the Labour Party in recent years.

The official contributed funds to government minister Lisa Nandy's leadership campaign, along with that of the government leader.

"I have been entirely transparent regarding my former ideological connection [with Labour], and that party membership ceased the day the official body endorsed my nomination," the chairman stated.

"I am presently disconnected from any type of partisan engagement."
